This line is used in order to let LaTeX know where to find additional
files, stuff like images that are included from the latex file. This is
done since the latex file is generated and latex is run in a temporary
directory and this line removes the need to copy all accessory files to
the same directory.

It is not generated in "nice" mode because it's not needed then, and
it's not considered a nice thing to have then :-)

Maybe dekel has a flag to ask for a "nice" latex export, but this will
ruin image inclusion in your document. You can however stop using
temporary directories, you should be able to find the needed option to
turn of temporary directories in the preferences dialog.
