The new Windows installer comes with many tools that are required to use all LyX features. dvipost for change tracking in output, aiksaurus for the English thesaurus, Aspell for spell checking, the dtl tools for paths with spaces etc.
Most of them were originally UNIX tools and needed a few changes to make them work with Windows. I do not have the time right now to try to make this all an official part of these projects. The changes are however not big. If a new version of a tool is released and we want to switch to that version, the modifications can be made again.
