Depends on what is usually ;-)
On my platform (WinXP SP2) I have:
Lyx-qt3-Q../Win: 22 seconds
Lyx-qt4.1.3-mingw: 38 seconds

Enrico claims that lyx-qt3-cygwin-X11 is three times less than 
Lyx-qt3-Q../Win.
