The DVI problem occurs when you use hyperref for your document. In other

When I exported to LaTeX, LyX
(1.4.1) converted the images to EPS format.
The EPS files shouldn't be produced when you export to LaTeX, I guess
this is the now fixed bug

I looked in the EPS files, and the red lines were not present there.
Is this a symptom of the hyperref.cfg change? If so, perhaps you could
post the LyX-compatible version of hyperref.cfg to the wiki? (I'm going
to try copying it from a system that I have not yet upgraded, but not
everyone has multiple installations.)
I couldn't reproduce the red line problem. But anyway, I attached a
working version of the hyperref.cfg. Copy it to MiKTeX's install folder
to the subfolder
~\tex\latex\00miktex
and report me if this fixes your problem.
