Not sure.  Seems to me (experienced WinLuser) that WinME is more or less as 
functional as Win98SE.

In any event, the patch didn't ever quite work on Win95, but had some headways 
into Win98. Moreover, it seems that MikTeX is still supported on Win98, and 
many people down in the South and East still use older systems massively.  So 
there is some rationale to give support to (some) older OS's.

AFAIK, LyX still works on Win95/Cygwin (on an Intel486!).  Slow as anything can 
be, but works.  On Win98 it greatly improves, thanks to the hardware. The real 
mess seems to be the path handling.  On Cygwin everything is normal POSIX, so 
LyX doesn't complain; while Windows... well, you know, is Windows ;-)
