In any event, the patch didn't ever quite work on Win95, but had some headways into Win98. Moreover, it seems that MikTeX is still supported on Win98, and many people down in the South and East still use older systems massively. On Win98 it greatly improves, thanks to the hardware. The real mess seems to be the path handling.
