An idea for bookmark implementation that I have thrown up earlier,
without getting much of a response: make it a Float inset type.

This way one gets a pre-existing machinery that does pretty much all of
what we expect of bookmarks:

1) They are persistent through doc editing, and even through the
save/load cycle
2) They are numbered
3) They appear in a ToC-like table for navigation.

The only drawback I see is that their _numbering_ is not persistent --
you can add bookmarks in-between and they will re-number. But in
compensation, as it were, you can enter text strings into them as
captions, which will appear in the ToB (Table of Bookmarks).

In the LyX preamble we can redefine the LaTeX environment "bookmark" to
behave like "comment", i.e., to not generate any printed output. Changes
to the LyX kernel will be minimal.

How does this idea feel? I have a demo implementation in my local tree
(very simple!). Do I miss something?
