In other words, all the information we need is present in the .po file. All
we need do is convert its encoding *on the fly* to the encoding used by
*both* menus and main LyX screen.

We already package up libiconv-2.dll (see the <LyX>\bin directory). Note,
however, that the build instructions to make gettext iconv-aware seem
rather complicated. See http://www.gnu.org/software/libiconv/.
