Yep. The files I created are only for now so that LyX 1.3.7 can be out no matter if we manage to convert them on the fly.
We already package up libiconv-2.dll (see the <LyX>\bin directory). Note, however, that the build instructions to make gettext iconv-aware seem rather complicated. See http://www.gnu.org/software/libiconv/.
I didn't try this but noticed that iconv for Windows wasn't able to convert the .po-files properly. I use now thunderbird that does the job fine. I don't know if thunderbird can be invoked by a script to convert the .po-files automatically before we use msgfmt to build the .mo-files. If this is pssible it might be a possible solution.
