Their review focused on the fact that the 1.3.6 release now officially
supports windows out of the box. The second half the review mentions that
in order to install LyX on windows one needs quite a bit of other
software, i.e. MinGW-GNU-Utilities, Python, Ghostscript, ImageMagick and a
TeX-distribution, hence quite a big download. They then contrast this to
an installation on Linux where these components are usually present.

The review is in no way negative.
