That's because I didn't include the documentation in the package. LyX 1.3.6pre is nothing more than a snapshot of the contents of the BRANCH_1_3_X branch of the lyx-devel cvs repository to help us squash bugs before LyX 1.3.6 is released. When Jean-Marc comes to release LyX 1.3.6 properly, he'll include the docs.
