I'm not a lyx developer, however I'm willing to help in the 
windows lyx / python task.

It is not a big task to develop a customized tiny (< 2M) python 
distro with cx_freeze or similar tools which can be delivered 
with a windows lyx installer and does not infere with a possibly 
installed python on the users OS.

About one year ago I sent Ruurd privatly a proposal for a tiny 
[msys, perl(msys) and python-2.3(win32)] enviroment which could 
be placed i.e. somewhere in the share folder. I never got feedback.

A users requirement for an full installation of a spezific windows
python version is not necessary and desirable in my opinion.
