I am not sure this is the best way to do it. What if the title
contains non-ascii characters? In what encoding will you write them?

It seems to me that the TOC_top system is much more flexible. The
author can add a note about what parts of the documentation are
translated, or whatever.

I do not see the gain of putting this knowledge in the script.
