This is the patch that *should* allow latvian/lithuanian to work with latin-7.
Thanks to Oleg for trying to test it. I believe it works for him now although I am not 100% sure about that. Could someone else try this too? I also included the Icelandic patch posted by Logi (May 6). Against CVS. Should work with small changes against 1.3 too. If I get no further feedback, I propose to just put this in.
