Well, I tend to say no. First, Jade will complain, no matter where the anchor is. 
Second, I don't understand what difference it makes if the anchor is the first element 
of a paragraph or not. xref's to anchors are unsupported in Jade. 99% of the people 
who will process SGML with LyX will do it with Jade/Openjade. Thus, even if it may be 
syntactically correct (which I don't know, as I lack another validating parser), what 
is the meaning of having the anchor elements there?

Maybe I miss some background - in this case just point me to the discussion thread.
