GPL without the exception is what we had at the beginning... then we
had some XForms controversy and since LyX was then written solely for
XForms we added the special exception since every contributor
expected LyX to be used with XForms anyway (and debian was a bit
anal). So now XForms is LGPL and we can move back to GPL as that is
_really_ what the license should be.

Does LyX even work with non-LGPL xforms now-a-days?
