People typically can upgrade lyx2lyx without root priviledges (and easily), but need a lot of home space and/or root priviledges to install lyx. Moreover, I bet we are not releasing 1.3.x with an updated lyx2lyx when 1.5.0 will be released so the current scheme allows downgrading only one release. What do you think?
