AFIK, it's not avaiable, but something similar is in bugzilla:

The entry is mainly about floats, but this request pops up now and then 
for footnotes and other insets too.

The problem mainly seems to lie with the UI:
 - John didn't like adding menu alternatives for this because it would 
   clutter the menus. (i.e. one alternative for "Open all floats", one for 
   "Close all floats")
 - JMarc suggested a toggle-function for "insets similar to this point"
   (this sounds pretty good to me actually)
