Whey you say 'inset', I think about the ERT inset... is that really what you mean? Here's a "crazy" idea though... for each reference to a dialog, define a math-macros in a (possibly) frontend-specific-file that's "included" by UserGuide.lyx. This requires some extra functionality of course..
