Yes, it has been thought about. The problem is essentially similar to that 
of how to refer to bindings when multiple binding files (emacs, cua, xemacs 
etc) exist. The proposal to the bindings problem was to define an inset 
that would 'do the right thing'. Ie, it would be given the lfun 
"buffer-export" and would display the appropriate binding, depending on 
which binding file was being used.

I even coded it up (2/3 years ago?), but for reasons I didn't quite 
understand it was dropped. (I was young then and lacked knowledge.)
