Two points:

- you forgot a texrow.newline() [since you add a new line]; also you
  can add the \n just before the \\end

- why does this fix the arabtex issue?

I am not sure moreover that it is the right place to fix the problem:
in the attached file, the inner \end{quote} will be at the right
position (without the patch),
for example.
