Why ? "It seems weird" doesn't seem like a reasonable justification. We must : 1) not create bad latex 2) not annoy the user with vanishing paragraphs 3) clear up empty paragraphs at some point (save) 4) encourage the user to understand that spacing is not created by pressing return Which one of these is these slight inconsistencies failing ??
