I don't know whether it is a good idea to combine notes (which can be very long) with margin notes (which must be very short; a few words only). Nevertheless, your argument is right in general. Normally, I use notes to hide unfinished texts. What I would like to see is an option in the print dialog that allows me to output these notes conditionally.
