OK, assume something more extreme, assume your file is named
figure.blah. How is latex ever going to guess that when you do
\includegraphics{figure}, you really want figure.blah. "epsi" is just
an unknown extension to latex.

I agree that avoiding the extension is good in general, but in some
cases it beats us.
