No... I do not belive so, we want to be able to select as wast as
possible as long as we do not make the screen scroll, then we want a
delay. Not all the time.
So we really only want the delay when the scroll functions kick in and
actually do something.
In all other cases we want the mouse motions to come as fast as
possible.
But I am testing it anyway...
