If this is what it used to do, somebody broke it, because now it does
nothing like that, and certainly seems to do nothing useful.
In particular latex won't get very far if we don't make sure to build a
.tex file to include, from the lyx file ! And there is no hint of
outputting \includeonly etc.
So I'd rather remove it than fix it
