Adding an extra layout variable should be straightforward (Angus? 
You have a clean patch against CVS. I have a very dirty tree).

Meaning: 

- 'void' or 'Allow': This layout is allowed to have an optional
  argument (short title).

- 'none' or 'Deny' or absence of LatexParams: This layout is not allowed
  to have an optional argument or short title.
  (The reason I provided 'none' was to be able to override an already
  defined LatexParams in the starred sections.)
