I can't no  ... it definitely needs more thought. And we need some
architectural support for proper context determination too (re the
discussions on extending the paragraph-changed signal to be more
general)

Yes, we should. Little things like View->DVI being in the sample place
as View->Table of Contents just make for a confusing experience
