Here's how I understand it from how the GNOME, redhat and Mozilla guys use it. A target milestone means, This bug will be fixed in release X. No milestone means, it's a bug. We will fix it, just don't know when. LATER, means. I don't consider this important at all, It will be fixed at some indefinite later date. though probably only accidentally. Also, target milestones should probably be releases rather than CVS. Shall we have an official policy about this one?
