It'll be set to NONE when the dialog is created, or VERBOSE if you'd prefer.
I don't care. We can certainly have a
lyxrc.set_tooltip_level_on_opening_dialog if that's going to make you happy.
Jürgen will no doubt be sending a patch for a couple of dialogs in the near
future. Let's wait and see how it pans out.
