Should multiple paragraphs in ERT insets be allowed? What do they mean
anyway? Current cvs lets you create them ("C-l foo <cr> bar").

I think the right thing to do would be to disallow the concept of a
paragraph in ERT insets. Make both <cr> and C-<cr> insert a linebreak,
and ditto for LyXfuncs paste and primary-selection-paste. Keep the
linebreak marks -- they're useful for low-level stuff. If some really
wants a new paragraph he should just use \par or a completely blank line
because hey, he's talking to LaTeX. 

Bug: multiparagraph ERTs are exported to .tex incorrectly (only the
first paragraph is written).
