I think the most important part is to give community a sense of timing so people know when feature freeze is coming (and get some feedback if anyone has something in pipeline), when it's time to start translating documentation and strings, push people to resolve outstanding bugs. The time consuming part is going through 2.4 milestoned bugs and sort out what is to be postponed and what is mustfix. Technically, the procedure is described here: https://wiki.lyx.org/Devel/ReleaseProcedure I think that Juergen's timeline is little ambitious, on the other hand you can always postpone the release until the its ready. I could give helping hand with review of layout translation machinery once the strings freeze will approach. I guess it might be best to openly ask other devs on the list to help with sorting out the bugs in trac and other things, so everything does not end up on your shoulders -- you have already taken stable releases under your wings. And I wouldn't open 2.5 developing branch too soon, so all devs feel the urge to finish 2.4 first.
