The order really should not matter. And as you demonstrated, the
sequence also differs for preamble definitions.

This looks like overkill just to solve a bug in one language definition
file.

Of course the easiest way to have a stable order would be to just order
them alphabetically (which would incidentally even solve the hebrew
problem). 

However, this all does not help if one of the conflicting languages is
the main language (which has to come last in any event).
