One option that might work would be to store the used languages in
session and then provide these (up to a sensible number) next to the
"More Languages..." option. Nobody probably needs all languages, but
many might frequently need one from a specific subset.
As a developer who had to open weird MWEs from trac, I would quickly be
overwhelmed by weird languages.
Having the Language submenu always available would be a big plus.
