The languages can only be determined for specific entries. So the selector is filled as soon as you select a file.

I see that now. I only realized now that the language selector that is on top only applies to the current file. I thought it was some kind of global selector. This is very confusing to me, but I do not have (yet) the right idea to propose.

I ran into the same thing. Since it is no filter maybe it is better put underneath the file selection box, so the order becomes more obvious:

1. Filter
2. Select File
3. Select Language

And in addition, rather than having an active drop down with no elements, it should become inactive and maybe the Language label grayed out.

I'll just keep adding my thoughts on the language selector here even though it did not get a response yet.

I find it strange that the "Preferred language" selector goes away once one has chosen a language. Isn't it reasonable to want to change the preferred language even while selecting the files? Why not just select the preferred language based on the last active selection of a language for a template? And if that is already the case, the fact that one can explicitly chose a preferred language at the beginning seems to obfuscate this.
