The Windows installers for 2.3.0 can be found here: http://ftp.lyx.org/pub/lyx/devel/lyx-2.3/
They are only marginally different from the previous ones, but one more round of testing would be worth it. I'll plan to release in a couple days if there are no problems. Riki
