U+2DD is not covered by utf8 inputenc yet (TL 2018). This is fixed in
master. The file in question compiles for me now.

This is fixed as well. Non non-CJK encoding seems to provide these
glyphs ATM. We fake them in InsetQuotes for non-CJK context, and we do
so now as well for utf8.
