The problem here is that mendex (the Japanese index processor) reports
errors due to missing entries in the dictionary file that hold (AFAIU)
Kanji-Kana mappings used for sorting the index (this is a special
feature of mendex).

These error messages also exist in 2.3.x (and probably 2.2.x), but only
now LyX bails out if the index processor returns non-zero exit code. I
suppose this is another consequence of commit b5e5c2576a8e (Allow
makeindex, nomencl, and bibtex runs to be canceled, too)

I suppose these index problems need to be sorted out by Koji.
Alternative to a dictionary file, sort prefixes can be used, and AFAICS
this is what Koji already does in the UG. There are just two things to
fix:

1. The entry 文書構造 (several occurrences) has no sort prefix yet.

2. The entry いどう@移動 ! すいへいすくろる@水平スクロール (sec. heading 2.5.2) has the
second @ in \textbf and \textsf. The @ needs to be in normal font.

Koji, could you look after that, please?

As far as the new behavior of LyX is concerned, I am not sure. It will
certainly hit people on the head (as the introduction of BibTeX errors
did).
