Thanks for looking into this. It seems that LaTeX with 8-bit TeX fonts is
possible but tricky.

* You need to set all non-Arab text parts to a different language (English,
  say).
  
* You need to define alternatives for hyperref (e.g. with textorpdfstring)
  for correct handling of hyperref.
  
>From a practical point, I propose to

* Keep the existing Arab documentation with use-non-TeX-fonts and default
  output to XeTeX.
  
* invert the _texF and pdf2 tests for the existing Arab documentation.

* Add a simple example showing that Arab with pdflatex is supported by LyX.
