I am happy to help you solve this problem. I am quite confident there is
an easy solution to be had. For that purpose, please explain to me, in
detail, exactly how adding "elocalloc.sty" to the list of dependencies
for the linguistics module causes MikTeX to install it. Then we can
figure out how to get the same thing to happen, without adding the
dependency.

We have 2 cases:

1. MiKTeX
- MiKTeX comes with a basic set of LaTeX packages
- it has the feature to install al missing packages automatically when a file is compiled (without bothering the user about this). This feature only works if you have an Internet connection. - Since not everybody has Internet at home, my goal is to set up a fully-functional LaTeX installation when LyX is installed. By adding dependencies MiKTeX will automatically install all missing packages when LyX is (re)configured). So when people leave the Internet store where they might have installed LyX they can go home and use all features of LyX also without Internet access.

2. TeXLive
- One can install TeXLive with different sizes. One needs to know already about LaTeX terms in order to decide which size is sensible. One might install it completely - with all LaTeX packages. This would consume 2.5 GB of disk space. That is why e.g. the IT at y work installed a smaller version. The result is that LaTeX files are missing. - when you want to view the Linguistics manual as PDF LyX tells me that some packages are missing in my TeX installation. So I have the chance to install them. - since Jürgen removed the dependencies, LyX is not telling my anymore that packages are missing and TeXLive doesn't tell me anything. TeX runs for about a minute and then Windows stops it because nothing is done my it (timeout). - result: the user cannot see the Linguistics manual as PDF and gets no info why not -> a regression to what we had before.
