For export of the French UserGuide with XeTeX, there is the entry:

# missing commands (polyglossia?)
# Explore! (works with language_package==babel)
export/doc/fr/UserGuide_.*_systemF

i.e. it is known to fail due to a problem with polyglossia.

To know whether XeTeX works (at all), you may try with the English UserGuide
or French Intro documents.

Narrowing down the reason for failure of the French UserGuide would help us
to get this sorted out...
