I'm on Debian, I guess that all distributions derived from Debian will have the same naming policy. I do not know about other package systems like rpm.
BTW, I do not install texlive from the Debian repository to be able to compile and install various versions of LyX, so I install from TUG, and thus I select languages when I set the install preferences, but there I care to include some European languages other than French.
