That there are cases where the old version can still be used it not the point, the point is that there are cases where it cannot. And there we must act.

Using a versioned layout as proposed in the old discussions requires less
work and provides better results. Also, it is possible to backport new
styles to the stable branch, see section 2.6 of Development.lyx, so if a
class does not change too much the layout files can be adapted even in a
stable version.

I was arguing against this but the majority decided to go that way. But nothing happened. We now have the situation again:
- our AGUTeX support is useless
- our ACM siggraph support is useless in LyX 2.1.x

I don't know the timetable of LyX 2.1.5 and 2.2.0 but our users out there who need e.g. to send a paper to an ACM conference can currently not use LyX to do this. What does it help him if we release a fixed version in e.g. a month? Nothing. As result he will have to switch to the Word template -> one user lost to our competitor

Therefore we should consider to publish updated layout files at lyx.org as standalone file and announce them in the news. The user can then download the layout and use it immediately - no matter when we release a new LyX.
