I looked through this briefly. You are right that some of these have
been implemented, or can be. Considering the first, for example:

This basically means using character styles and then assigning them to
shortcuts. True, that is a global setting, not a per-document one, which
this might be, but I suspect it is workable.

For the second:

This has always been possible. Exactly how you might manage it depends
upon your OS. I have several versions of LyX running on my machine, for
development purposes.

You might try posting the other suggesions (a few at a time!) to this
list, or just filing enhancement requests. Many of them seem reasonable
to me.
