This is off-topic to you problem but worth to be mentioned:
texindy is new in MiKTeX since August this year. So it was not
available for Windows when LyX 2.1.4 came out. In the meantime I added
support for this with a new installer. So just download the latest win
installer for 2.1.54 you find at lyx.org and install it over your
existing 2.1.4. Please report back if you encounter problems.

Uwe, can you provide a link. I can't see it on MiKTeX, or CTAN for that
matter.
