The second of these symbols (the pen in the hand) displays when I make a
change. I don't use change tracking much (only once, many years ago).
When should the first symbol arise?
The scissors should display when you delete text while change tracking
is on. Also, do you see the pilcrow sign at the end if you input
several paragraphs with CT on?
The scissors display. Instead of the pilcrow I get a thick vertical line
(like a sans serif I in bold). See the attached image.
