However, I think we should wait with the release I I must change the installer. The problem is a nasty bug in l3kernel:

I don't understand why but many packages use the, still experimental, LaTeX 3 kernel. When installing LyX 2.1.4 the installer normally asks the user to update the LaTeX packages. This is a valuable feature but I did this today and got the broken l3kernel files. Not LyX is quite unusable for e.g. my real-life documents at work. So I would either wait with the release of the Windows installer until the next l3kernel release in a few day or I would have to change the installer and disable the LaTeX package update for this LyX release.

What do you prefer?

I don't see the point of delaying the release again. I have already delayed it for Windows problems once. I am not going to delay it again because of broken LaTeX 3 packages, which have nothing to do with LyX. So I am going to release tomorrow (Wednesday). If you want to provide aome working Windows installer now and have it be part of the release tomorrow, that's fine. If you want to wait a few days and release the Windows installer for 2.1.4 later, that's fine, too. Officially, we only release source code.
