I did not think that this is be the problem. While looking at the bug again now I see that http://www.lyx.org/trac/ticket/8570#comment:13 has an extremely large PATH.However, I will see if I get an updated NSIS to work. I hope I can use NSIS 3 because this would also ease up the translation of the installer (thanks to Unicode).
