Because I never could reproduce the bug. The bug was opened over a year ago when the python problem was not fully solved. I asked the user but did not get a reply. Now Python is no longer an issue for MiKTeX and in the meantime I fixed some MiKTeX-related bugs in the installer.
The other complaints were about the bundle installer - that I could never 
reproduce.

Instead you have a problem with an already installed MiKTeX that is not found.

Today I installed LyX 2.1RC1 to every machine I have access to (even a brand new Win7 64bit PC that never have seen LyX so that I could test the bundle installer) and could not find a problem. I also got some user feedback that installation worked fine. OK, I did not hear prom people using Win 8, but your problem is on Win 7.

Maybe time to make a debug installer that outputs some info for the
separate steps of MikTeX installation. ?

I can tell you what you have to change to get some info but debugging works by adding dome dialogs telling you at installation time the content of some OS variables. Therefore I need to know where to search. I can then even release an installer just for you to find out more. Therefore I first need the infos I just requested in my previous mail.
