Must be, although I have default order of toolbars and can reproduce
on two different computers with two different screen sizes. Both are
running Ubuntu 13.10 though so maybe that plays a role also.

If you have instructions for how to do it I can try it. But it sounds
like it might not work and isn't worth the trouble.
