babel is now again alive and the new maintainer is very active to fix such long 
standing bugs.

Regarding your files, they do solve the problem as French (Canada) is now a
valid dictionary.

This is the case because I gave the dictionary the correct name "fr_CA" (this language code is used by LyX for French (Canada)). But what I want to test is if this dictionary is better than the French one that you already have on your PC under the name "fr_FR". To compare both dictionaries, i ask you to use a larger document, save this in one version with language French(Canada) and the other version with language French. Now open both documents and spell-check both. What version is in your opinion better (better proposals, more found words etc.)? I know that this is a subjective judgment but there is no other way to compare them.
